These cottages are old. What breaks?
Laguna floods in ways the flat cities do not, off the slope and through old walls.
Everything the pre-war years used: galvanized pipe, thin walls.
2,139 Laguna homes date to 1939 or earlier, one in six, and the median is 1964. Galvanized supply lines corrode shut and burst, and there is no vapor barrier behind the plaster.
Does Laguna actually flood?
Yes, and the federal record shows it plainly.
The federal flood program has logged 348 paid claims in this city. More than half, 198, sat in the low-risk zones. The map does not catch where a hillside house gets wet.
My place is empty in winter. A problem?
